clearing your WTF file is a bad idea. you lose a lot if valuable information.

WHAT?! Doesn't it just clear your keybindings/macros/interface settings?

And still retail GM's always tell you to delete your WTF, cache and interface folder. :/

Interface is a yes, addons have keyloggers/addware, Cache is a yes, Sometimes WTF is a yes, but most of the time it's a no.

do you have the buffs setup as hotkeys on your toolbar?

if so that's the cause of them not working on you when you click it....best bet would be to open your bags up and use them from there

Yeah, I agree with Dan. That sounds like the cause of your problems. Instead of equipping the buffs as rings, just use them while they're in your bag.

Also I have never heard of the WTF folder containing valuable information. The WTF folder contains keybindings, and other user settings such as interface options and whatnot. It can be cleared without problem just like the cache folder, and it will re-create itself the next time you run the game. The biggest problem with deleting this folder is that you'll have to do your keybindings all over again.
