You dont NEED it to play, but it sure is nice to have it :>
If you dont have it, you just get to play the pre-BC part of the game.

Without TBC, your level cap is 60, you can't make Blood Elves and Drenei, can't go to outlands, can't go to the BE/Drenei lands, and can't go to any TBC raids -- which are usually the better ones. So, you'd be missing out on a lot of the gameplay. I suggest you find a torrent with TBC somewhere, since you don't need a valid cdkey to play here.

in answer to the OP's question - NO you do not NEED to have TBC to play here but if you dont have it you will miss out on a lot of game play. I recommend you get it.
