Donor ret gloves/chest

It shows they are off cooldown, yet it says 'this item is not yet ready' or something of that sort, as if it were on CD. Heeeeelp meee! =( I can't count the number of times I'd be against a group and have no chance because my gloves and chest were 'borked'.
