Big Question: Is Windfury Illegal?

There's a TON of questions asked about this all over the place and I want a thread that specifically lays it down on Windfury. Here's what I got on this so far:

Usually, Windfury is not extremely over-powered because it doesn't always proc, and doesn't always crit. However, on this server, apparently when you enchant your weapon with Windfury (Not exactly an enchant but you know what I mean), and then use Stormstrike, it procs every single hit on a Stormstrike with Windfury. So every Stormstrike is a triple Windfury proc.

Now, that's the bug part of it. According to a GM on Netherstorm whose name I can't recall (starts with an E), who said he was the lead developer or something like that, and he was a GM because he had the tag and such, said that he knew the owner of the server, and that it was bugged and was kicking people (I.E. Duka) for it.

However, apparently when Syn and Oz were on, they said it was legal.

The real problem here comes in when the Shaman sockets everything with Agility. This makes his crit chance VERY high, and with the right gear (I.E. +Str, +Agi), an enhancement shaman can stack AP and Crit, and 1-shot a full s3 Paladin with a Triple Windfury Crit simply because it procs every single time you use Stormstrike. Ask Emezim if there's any doubt.

So I want to know, is Windfury illegal or not? Because to be honest, I'm tired of telling people not to use it because it IS bugged, and them saying "I don't care" or "Let a GM tell me". If it is illegal, let me post about a million screenshots, and if not, I'm off to make an enhancement shaman.

from what u r saying i think that it should be its kinda like a bug i know of that is on another server will not name the bug but i think it should be banned or atleast delt with somehow

That's strange. I guess it must simply be over-doing (deliberately or not) the agility/strength enchants and sockets that causes it, because my shaman doesn't do anything of the sort. And yes, she is an enhance Shaman that almost only uses Windfury. :/

I don't mean to provoke any inter-faction hate or anything, but I've noticed it to generally be Horde players that exploit the majority of bugs (with the exception of fire paladins/rogues before they were banned), and this one doesn't seem to be any sort of exception. I mean, I'd hate for Windfury to be a bannable skill, but if there's a bug like that going on, it should be regulated and inspected.
