there isnt a voice button in wow, only the sound button.
When your ingame, press ESC, then the sound button and make sure all the relevent options are ticked.
You can also try uninstalling your sound card, rebooting and reinstalling.
OR If you have a 5.1 sound system go into the sound folder in your control panel and under advanced options set the speaker setup to desktop speakers instead of 5.1,
